In the early evening of February 23, 2016, a burst of gunfire shattered the quiet of a Cedar Rapids, Iowa neighborhood, leaving a young man from Chicago dead. Joseph Perkins Jr., a 25-year-old Black / African American male, was fatally wounded in the shooting. Another person was also injured in the incident and was subsequently hospitalized.

The Cedar Rapids Police Department responded to reports of the shooting and upon arrival, they discovered two victims. Emergency services transported ...
