In the waning hours of a Wednesday in late October, the life of a young Hispanic man was cut short on the streets of Hartford, Connecticut. Jose Ocasio, a 24-year-old resident of the city, was found suffering from a gunshot wound on October 29, 2014. The incident unfolded on Brown Street, a residential road that became the scene of a tragic end to a young life.
