In the pre-dawn hours of August 2, 2020, a large gathering of between 100 and 200 people had converged at a commuter parking lot off Buckland Street in Manchester, Connecticut. The event, described as a "car meetup" that sometimes involved illegal street racing, had drawn participants from out of state. Among them was 24-year-old Gregory Scott, a male from Massachusetts.
