On February 1, 2002, at approximately 1:00 PM, Officer Jack David Cooper, a 34-year-old member of the Little Rock Police Department, responded to a disturbance call at an apartment complex. The caller reported that his family had been killed by vampires. Upon arrival, Officer Cooper and his colleagues encountered a man exhibiting signs of severe mental distress.
