On the day after Christmas in 2022, the life of 41-year-old Noel Drake Marks, a Black male, was tragically cut short in Little Rock, Arkansas. The fatal incident unfolded at the Big Country Chateau apartment complex located on Colonel Glenn Road. Responding to a call at 1:06 p.m., officers from the Little Rock Police Department arrived to find a harrowing scene. Inside one of the apartments, they discovered Marks deceased, having suffered from an apparent gunshot wound.
Emergency medical services were called to the location and confirmed he was dead at the scene.
The subsequent investigation into the city's final homicide of the year involved homicide detectives and the crime scene search unit. Investigators began canvassing the area, speaking with potential witnesses to piece together the events that led to the shooting. A critical breakthrough came from reviewing surveillance footage from the apartment complex. The video evidence showed a 15-year-old male, later identified as Tyler Bland, with Marks. The two were seen entering an apartment together. Shortly after, the footage captured Bland, now holding a gun, following Marks to a different apartment unit.
The surveillance video further showed Bland entering the same apartment where Marks was later discovered and then quickly fleeing the scene immediately after. Based on this evidence, along with witness interviews, detectives identified Bland as the primary suspect in the shooting death of Noel Marks. The Little Rock Police Department secured a warrant for his arrest on the charge of capital murder.
For several weeks, the teenage suspect managed to evade capture, prompting the involvement of the United States Marshals Service in the manhunt. Authorities issued a public warning that anyone found to be assisting Bland in avoiding arrest would face criminal charges for hindering apprehension. The search for the suspect concluded on January 18, 2023. Acting on information, law enforcement located and apprehended Tyler Bland without incident near the 2900 block of Spring Street in Little Rock. He was then taken to the Pulaski County Regional Detention Facility. The U.S. Marshals Service stated that individuals who had helped Bland while he was a fugitive would be referred to the prosecuting attorney's office to face charges.
