Elnora Frances "Nora" Hoople Coey was born on December 1, 1924, in Bruce, Rusk County, Wisconsin. She was the seventh of ten children born to John Henry "JH" Hoople Jr. and his second wife, Isabel "Lizzie" Kelley. Elnora experienced the loss of her father at the age of seven. At sixteen, in December 1940, she married Leonard John Coey Sr., and together they had five children: two sons and three daughters.
