In the Central City neighborhood of New Orleans, a family gathering took a tragic turn on the night of Saturday, November 30, 2024, ending in the death of three-year-old Rudy Ratliff. The young male was with his family visiting a close friend, Tatisha Refuge, at her home in the 2200 block of Willow Street. While the adults were engrossed in a game of Uno, a sudden gunshot shattered the evening. Rudy was struck in the chest and was privately transported to a local hospital, where he succumbed to his injuries.
Initial reports suggested the heartbreaking incident was a tragic accident, with the prevailing belief that the curious toddler had somehow found a gun and shot himself. The New Orleans Police Department's Child Abuse Detectives began an investigation into the circumstances of the shooting. A few days later, the owner of the home and the firearm, 47-year-old Tatisha Refuge, who was considered a grandmother figure to the boy, was arrested and booked on a charge of negligent homicide. Police also accused her of tampering with the crime scene and fleeing the home after the shooting.
As the investigation deepened, a more complex and troubling picture emerged. A recorded phone call between Refuge and the boy's mother, Leshawn Ratliff, cast doubt on the initial theory of an accidental self-inflicted wound, with a distraught Refuge mentioning that the gun 'fell.' This revelation, coupled with a subsequent search of her home, dramatically changed the course of the case. Investigators uncovered a significant quantity of fentanyl, leading to much more severe charges against Refuge. These included illegal use of drugs in the presence of a minor, illegal carrying of a gun with drugs, and possession with the intent to distribute a large amount of fentanyl.
The legal proceedings culminated in Tatisha Refuge pleading guilty to a charge of manslaughter. Despite prosecutors arguing for a lengthy 40-year prison term, a judge sentenced her to five years for the death of Rudy Ratliff. This sentence caused further anguish for the grieving family, who felt it was far too lenient for the loss of their child. Refuge still faces the separate and serious drug charges stemming from the fentanyl discovered in her home.
