On July 25, 2024, in Lampasas, Texas, 50-year-old Tobi Jean King and her 82-year-old mother, Elaine Owens, were tragically killed in their home. Earlier that day, police had responded to a criminal trespass call at their residence, where they encountered 56-year-old Charles Dougherty in the backyard. Dougherty was cooperative and left after being issued a criminal trespass warning.
Later, around 2:01 p.m., officers were dispatched again after reports of gunshots in the area. Upon arrival, they found signs of forced entry at the home and discovered King and Owens deceased from apparent gunshot wounds. As additional officers arrived, more gunshots were heard nearby, traced to Dougherty's residence at 203 North Arnold Street. A standoff ensued, during which Dougherty barricaded himself inside. Despite attempts by law enforcement to negotiate his surrender, he refused to cooperate. The Texas Department of Public Safety's Special Response Team eventually made a forced entry and found Dougherty dead from a self-inflicted gunshot wound.
Investigations revealed that Dougherty had no known prior contact with King and Owens before the incident. The motive behind the shootings remains unclear. The Lampasas community was left in shock, mourning the loss of two cherished members. King was remembered as a devoted family woman and a dedicated nurse who had served in various local institutions, including Lampasas Independent School District. Her life was celebrated for her unwavering love for family and her commitment to her faith.
