On July 25, 2024, in Lampasas, Texas, 82-year-old Marjorie "Elaine" Jackson Owens and her 50-year-old daughter, Tobi Owens King, were tragically killed in a double homicide. The incident began around 12:45 p.m. when police responded to a report of a trespasser at 901 W. Ave. A. Officers encountered Charles Dougherty, 56, who was cooperative and left after being issued a criminal trespass warning.
Approximately an hour later, at 2 p.m., authorities returned to the same address following reports of gunshots. They discovered that a side door had been forcibly opened and, upon entering, found Elaine Owens and her daughter, Tobi King, deceased inside the residence.
Subsequent gunshots led officers to a nearby home at 203 N. Arnold St., where Dougherty had barricaded himself. Despite attempts by a hostage negotiator to establish contact, efforts were unsuccessful. Officers eventually entered the residence and found Dougherty dead from a self-inflicted gunshot wound. Investigations revealed that Dougherty had no known prior connection to the victims.
Elaine Owens was remembered as a beloved wife, mother, grandmother, and cherished aunt. Born on March 4, 1942, in Lamesa, Texas, she was known for her devotion to family, love of cooking, and passion for music, especially Elvis Presley and gospel songs. Her daughter, Tobi King, served as a nurse at Hanna Springs Elementary School from 2023 to 2024 and was honored by students and colleagues for her dedication and care.
The Lampasas community was deeply affected by this senseless act of violence, mourning the loss of two cherished members. Authorities continue to investigate the circumstances surrounding the incident, seeking to understand the motives behind Dougherty's actions.
