On February 19, 2023, at approximately 12:45 a.m., Joe Ramirez, 25, of Ventura, was fatally shot in the 11000 block of Mimosa Street in east Ventura. Prior to the shooting, Ramirez and the suspect, identified as 21-year-old Jose Emanuel Posadas of Santa Paula, engaged in a verbal altercation in the front yard of a residence. The confrontation escalated, resulting in Posadas allegedly shooting Ramirez once in the chest. Posadas then fled the scene to a residence in Santa Paula.
Three days later, on February 22, 2023, Ventura police executed a search warrant at a home in the 700 block of West Santa Paula Street, where they apprehended Posadas without incident. He was arrested on suspicion of murder and booked into Ventura County Jail, with bail initially set at $500,000. Subsequently, Posadas was charged with one count of murder and one count of being a felon in possession of a firearm. Special allegations were added, including personal and intentional discharge of a firearm causing death, and having prior strike offenses.
Posadas, a known gang member, remained in custody without bail following the charges. His arraignment was scheduled for March 24, 2023, in Ventura County Superior Court. The Ventura County District Attorney's Office assigned Senior Deputy District Attorney Cynthia Nguyen, a member of the Major Crimes Homicides Unit, to prosecute the case.
The tragic incident marked Ventura's first homicide of 2023 and the second criminal homicide reported in Ventura County that year. Authorities indicated that Ramirez and Posadas were acquainted, and the shooting appeared to be an isolated event stemming from their prior interactions. The investigation was conducted by the Ventura Police Department, which urged anyone with additional information to come forward to assist in the ongoing case.
