On March 2, 2024, 15-year-old Ahmeen Palmer of Williamsport, Pennsylvania, was fatally shot in the parking lot of a T.G.I. Friday's restaurant in Loyalsock Township. The incident occurred around 6:30 p.m. while Palmer was attending a birthday party at the establishment. He sustained multiple gunshot wounds and was pronounced dead at UPMC Williamsport at 8:10 p.m.
Investigations revealed that the shooting was gang-related. Two weeks prior, a 13-year-old boy, allegedly associated with one of the gangs, was reportedly slapped, leading to escalating tensions. Upon learning that certain individuals were present at the birthday party, the boy's mother, 37-year-old Johneice Francin Legare, and her 17-year-old son drove to the restaurant. The younger boy reportedly expressed a desire to settle the matter "one-on-one." Shortly after their arrival, a shooter wearing a black mask and clothing fired five shots, striking Palmer, before fleeing in Legare's vehicle. The group then discarded evidence, including a firearm and cell phones, along Interstate 80 while en route to Philadelphia.
Authorities arrested Johneice Legare in Philadelphia on March 6, 2024. She was charged with conspiracy to commit aggravated assault, hindering apprehension, and possession of an instrument of crime. Initially held without bail, Legare was later deemed eligible for a supervised bail program set at $250,000, contingent upon securing an approved residence in Lycoming County. Her 17-year-old son, identified as the alleged shooter, remains at large, with authorities believing he is in the Philadelphia area. Charges against the 13-year-old were previously withdrawn.
In December 2024, 19-year-old Ibn Hakiem Hunter was extradited from New Jersey to Lycoming County. He faced charges including hindering apprehension, riot, recklessly endangering another person, obstruction of law enforcement, simple assault, and disorderly conduct. Authorities allege that Hunter provided false information to investigators, attempting to conceal the identity and whereabouts of the suspected shooter, Ja’hsir Legare. Hunter was committed to Lycoming County Prison in lieu of $75,000 bail, with a preliminary hearing scheduled for December 23, 2024.
The tragic death of Ahmeen Palmer underscores the challenges posed by gang-related violence in the Williamsport area.
