In the early evening of November 7, 2023, violence shattered the night on a street in Atlantic City, New Jersey. Luis Guillermo Rosa Rodriguez, a 23-year-old man originally from the Dominican Republic, was shot in the first block of South Florida Avenue. The incident occurred at approximately 8:05 p.m., leaving the young man critically wounded. Emergency services rushed him to the City Campus of AtlantiCare Regional Medical Center for treatment.

Despite the efforts of medical personnel, Rosa Rodriguez succumbed to his injuries the following day, on November 8, 2023. His death prompted the Atlantic County Prosecutor's Office Major Crimes Unit and the Atlantic City Police Department to launch a homicide investigation. The community was left shaken by the tragic loss of a young life to gun violence.

The investigation led authorities to identify 35-year-old Jamar Jones of Atlantic City as the alleged perpetrator. On December 11, 2023, charges were filed against Jones for murder and several weapons-related offenses. However, he remained a fugitive until February 20, 2024. On that day, at around 8:30 a.m., law enforcement located him at the School House Apartments on North Martin Luther King Jr. Boulevard. In a desperate attempt to evade capture, Jones leaped from a third-floor window, sustaining serious but non-life-threatening injuries in the fall. Following his capture, he was taken into custody to face the charges related to the death of Luis Guillermo Rosa Rodriguez.
