A sense of unease settled over a North Charleston neighborhood on a summer afternoon. On June 17, 2023, in front of a residence on Dorchester Manor Boulevard, the life of 21-year-old Thomas Anthony Carter was tragically cut short. Carter, a White male, was fatally shot in an act of violence that sent ripples of shock and grief through the community.
