In the early morning hours of April 16, 2023, a sense of unease settled over the 2900 block of Chesley Avenue in Northeast Baltimore. Dontre Mitchell, a 31-year-old Black male, was in the rear of the residential block when the calm was shattered by the sound of gunfire shortly before 8:40 a.m. When police arrived, they found Mitchell suffering from multiple gunshot wounds.
