On a Sunday afternoon in November 2023, a dispute on the road in Baltimore escalated into a fatal encounter for 31-year-old Brian Richardson. A Black male, Richardson was a passenger in his girlfriend's BMW when their vehicle nearly collided with a Toyota Camry driven by Brandon Fullard. This near-miss led to a confrontation at a Carroll Motor Fuels gas station in the 3300 block of Garrison Boulevard.
Surveillance footage from the gas station captured the moments that followed.
Richardson exited his girlfriend's vehicle and approached Fullard's car. It was then that Fullard, from inside his vehicle, fired a shot that struck Richardson in the abdomen. After being shot, Richardson managed to crawl back to the BMW. His girlfriend rushed him to a local hospital, but he succumbed to his injuries the following day, on November 13, 2023.
An investigation into the shooting led police to identify 39-year-old Brandon Fullard as the suspect. He was arrested on January 5, 2024, and initially charged with first-degree murder. During his trial, Fullard claimed he acted in self-defense, stating that he believed Richardson had a handgun, though no evidence was found to support this claim.
Ultimately, a jury acquitted Fullard of second-degree murder but found him guilty of manslaughter and five handgun violations. In November 2025, Brandon Fullard was sentenced to eight years in prison for his role in the death of Brian Richardson.
