The 24-year-old male was discovered in the parking lot of an apartment building near 64th and Lincoln on October 18, 2023. He had been fatally shot. Authorities who responded to the scene just after 11:15 a.m. found that Phillips was not a resident of the area and had no known connections to the specific location where he was found.

The investigation into the shooting led police to a 25-year-old man from Port Washington, Alexander Schleave. Authorities stated that Schleave and Phillips had a known association. In early 2024, the Milwaukee County District Attorney's Office filed a charge of first-degree reckless homicide against Schleave.
In connection with the case, a second individual, 25-year-old Dawson Kerr of West Allis, was also charged with harboring or aiding a felon. Following the charges, arrest warrants were issued for both men. At the time of the incident, police indicated that a car that had been at the scene was missing, though they did not officially label the event a carjacking.
