In the late hours of a January night in 2023, the life of Richard Utaifeau Taii, a 31-year-old Black/African American male from Puyallup, Washington, came to an abrupt and violent end on a quiet residential street in Port Orchard. What began as a suspicion over stolen mail escalated into a fatal confrontation, leaving a community shaken and a man dead from a gunshot wound to the head.
Taii, who had been released from jail just hours earlier, was not alone; he was accompanied by two women, Priscilla Scott and Anna Paalogo, in a Chevrolet Tahoe. Their presence in the neighborhood, stopping near mailboxes, drew the attention of a local resident.
That resident was 39-year-old Chad Michael Landon Wilson, who, upon seeing the unfamiliar SUV outside his home, became convinced its occupants were stealing his mail. Rather than contacting the authorities, Wilson decided to take matters into his own hands. Arming himself with a 9mm handgun, he got into his silver pickup truck and pursued the Tahoe. The chase was short, ending in a cul-de-sac on Brady Place, about a mile from Wilson's home. There, he used his truck to block the SUV's exit. The moments that followed were a chaotic blend of accusation and violence. Neighbors' surveillance cameras captured the sound of a man screaming, "give me my mail back," followed by the sharp crack of a single gunshot.
Wilson would later claim he acted in self-defense, telling detectives that the SUV sped toward him and he fired his weapon fearing he would be run over. However, the woman in the passenger seat with Taii recounted a different story. She told police that Taii was attempting to maneuver the Tahoe around Wilson's truck when Wilson exited his vehicle, assumed what was described as a "military stance," and fired into their SUV. The bullet struck Richard Taii in the head. With Taii incapacitated, his girlfriend grabbed the steering wheel, guiding the rolling vehicle until it crashed into a set of mailboxes. She immediately called 911, but it was too late. Medical aid was rendered at the scene, but Taii was pronounced dead.
The investigation unfolded swiftly, aided by neighbors who provided crucial surveillance footage. Within hours, authorities located Wilson's silver pickup at his home and took him into custody. He was subsequently charged with first-degree murder. The investigation also shed light on the activities preceding the fatal encounter. It was discovered that Scott and Paalogo had bailed Taii out of jail using a stolen credit card, and investigators found stolen mail and a notebook containing personal information inside the Tahoe. Warrants were later issued for the arrest of both women on suspicion of identity theft and possession of stolen mail. In February 2025, a jury found Chad Wilson guilty of first-degree manslaughter, murder with extreme indifference, and a drive-by-shooting. He awaits sentencing for the killing of Richard Taii.
