On July 27, 2023, at approximately 2 p.m., 30-year-old Jermaine Ray John Baker was fatally shot at the intersection of 3rd Street East and Earl Street in St. Paul's Dayton's Bluff neighborhood. According to witnesses, Baker had just disembarked from a bus and immediately assaulted a woman at a nearby bus stop, knocking her to the ground and striking her repeatedly.
