In a quiet canal south of Kaplan, Louisiana, the body of a man was discovered by a local farmer on a Friday morning, setting in motion a homicide investigation. The deceased was identified as 57-year-old Hector Velasquez Vargas, a man of Hispanic ethnicity who had most recently been living without a permanent residence in Lafayette. An autopsy would later reveal a violent end to his life; Vargas had been shot multiple times.
