In the early evening of October 14, 2023, a shot spotter activation alerted the Little Rock Police Department to gunfire on Washington Street. Upon their arrival at the scene in front of the 12th Street Station around 5 p.m., they discovered a tragic scene inside a vehicle. Two 15-year-old boys had been shot. One of the victims, Davin Chance Bizzell-Holmes, a Black male, was pronounced dead at the scene. The other teenager was transported to a hospital with gunshot wounds but survived. Unbeknown
