In the afternoon hours of February 19, 2023, Julia Nell Wickline, a 40-year-old White / Caucasian female, was enjoying a conversation on her cellphone while seated on the front porch of a residence in the 1000 block of Grant Street in Charleston, West Virginia. Her life, marked by recent efforts toward recovery and reconciliation with her family, was cut short in a sudden act of violence.
An unknown man, described as a Black male dressed in all black, approached the porch and an exchange of words ensued. The brief interaction escalated tragically when the man produced a firearm and fired multiple shots at Wickline, ending her life on the porch of the sober living home where she had been seeking refuge and a new beginning.
First responders from the Charleston Fire Department attempted life-saving measures, but their efforts were in vain, and Wickline was pronounced dead at the scene. The assailant fled on foot, heading north on Russell Street, prompting an immediate investigation by the Charleston Police Department. The community was left in shock by the brazen daytime shooting, and authorities appealed to the public for any information that could lead to the capture of the person responsible for the senseless act.
The investigation swiftly led to a breakthrough. On the Monday following the shooting, Charleston police arrested 36-year-old Peris Fallins of Charleston in connection with the murder. He was subsequently charged with first-degree murder. While a motive for the shooting was not immediately clear, the arrest brought a small measure of solace to a community mourning the loss of a woman who was actively trying to overcome a difficult past. Wickline had openly shared her struggles with substance use disorder, having previously been a heavy heroin user.
