In the early hours of October 2, 2016, the life of a 29-year-old White/Caucasian woman, Carissa Marie Rivers, was tragically cut short in Keokuk, Iowa. Shortly after midnight, Keokuk Police responded to a report of shots fired in an alley near a local bar. Upon their arrival, they discovered Carissa unresponsive. She was rushed to Keokuk Area Hospital, where she was pronounced dead.
Her death was subsequently ruled a homicide.
The investigation into Carissa's murder, with assistance from the Iowa Division of Criminal Investigation, swiftly pointed to one primary suspect: 39-year-old Russell J. Tallman. Tallman was identified as Carissa's ex-boyfriend. According to Carissa's mother, her daughter had recently ended her relationship with Tallman after he had threatened to kill her. This information provided a crucial lead for law enforcement, narrowing their focus to him.
Later that same day, the investigation reached a grim conclusion. At approximately 2:45 PM, a tactical team from the Iowa State Patrol executed a search warrant at Tallman's residence on Franklin Street. Inside the basement of the home, they found Tallman's body. He had sustained an apparent self-inflicted gunshot wound to the head. With the death of the sole suspect, the case was considered closed by authorities, bringing a swift but somber end to the search for justice for Carissa Rivers.
