In the early morning hours of September 14, 2018, a tragic event unfolded that would cut short the life of 26-year-old William Jones, a Black/African American male. The incident began in a parking lot adjacent to an apartment complex near 8100 N. 35th Avenue in Phoenix, Arizona. It was here that Jones had arranged to meet with 22-year-old Ashley Rios.
