Do you know who murdered Norman Rich? In the spring of 1990, the life of 34-year-old Norman Lawrence Rich, a male known to his friends as 'Semo' or 'Mo,' was cut tragically short. On the afternoon of March 28th, police were called to his home in the 500 block of M Street NE in Washington, D.C., following reports of gunfire. Inside, they discovered Rich in a bedroom, having sustained fatal gunshot wounds.
He was pronounced dead at the scene, leaving behind three children.
For more than three decades, the case of who killed Norman Rich remained unsolved, a cold case that offered few public leads. The Metropolitan Police Department continued to investigate, and at one point, even released a video in 2020, on the 30th anniversary of the homicide, in an effort to generate new information from the public. A reward of up to $25,000 was offered for information leading to the arrest and conviction of the person or persons responsible. The case was a lingering question in the community, a story of a life taken without resolution for his family.
Then, in a significant breakthrough 34 years after the fatal shooting, an arrest was made. In March 2024, authorities took 66-year-old Sheila Brown of Annapolis, Maryland, into custody. The arrest was the result of the persistent work of cold case detectives and cooperation with the United States Attorney's Office. Brown, who was 32 at the time of the incident and believed to have been in a domestic relationship with Rich, was indicted by a grand jury on charges of second-degree murder and obstruction of justice. At the time of the initial investigation, she had been on the scene and was interviewed by police, but no charges were filed until this recent development brought a long-awaited turn in the story of Norman Lawrence Rich's death.
