In the late afternoon of February 4, 2023, a burst of gunfire shattered the quiet of a Wilmington, Delaware neighborhood, leaving a devastating impact. When police arrived at the 300 block of East 23rd Street at approximately 4:32 p.m., they discovered a chaotic and tragic scene. Inside a car riddled with bullets were three individuals who had been shot. One of the victims was 29-year-old Black / African American female, Danielle Hallmon.
