Terrance Jeremiah Ri'Shea Frisby, a 20-year-old African American male from Georgetown, Delaware, was killed on the night of February 27, 2023, after what began as an ordinary knock at an apartment door turned into a fatal shooting. Around 8:28 p.m., Georgetown police were called to the Dunbarton Apartments for a reported shooting. When officers arrived, they found Frisby inside an apartment suffering from multiple gunshot wounds.
He had not been living there, according to police; he was visiting the apartment when the violence unfolded.
Investigators said a woman knocked on the apartment door, and Frisby answered it and allowed her to come inside. Once she was inside, a male suspect forced the apartment door open behind her. The intruder then opened fire, shooting Frisby several times inside the apartment. After the gunfire, the suspect or suspects fled the scene on foot. Emergency medical personnel transported Frisby to an area hospital, but he died from his injuries.
The Georgetown Police Department initially responded to the shooting, and the Delaware State Police Homicide Unit later took over the investigation at Georgetown police's request. Within days, investigators identified two suspects: Jaron Curtis, 24, of Dagsboro, Delaware, and Kevin Stone, 61, of Georgetown, Delaware. Police obtained arrest warrants for both men after determining that they were suspects in Frisby's homicide. On March 3, 2023, Maryland State Police and the U.S. Marshals Fugitive Task Force executed a search warrant at a residence on Bethel Road in Berlin, Maryland, where Curtis was taken into custody without incident. He was arrested on an out-of-state fugitive warrant and held pending extradition to Delaware.
Curtis was charged with first-degree murder, possession of a firearm during the commission of a felony, and second-degree conspiracy. Stone was already in custody at Sussex Correctional Institution when he was charged the same day. Stone was charged with first-degree murder and possession of a firearm during the commission of a felony. He was arraigned in Justice of the Peace Court #2 and remained held at Sussex Correctional Institution on a $1,060,000 cash bond.
