In the early hours of November 18, 2023, Manchester Police responded to a reported motor vehicle accident near 61 Lowell Street at approximately 1:12 a.m. Less than an hour later, around 2:02 a.m., officers were called back to the same location following reports of a shooting. Upon arrival, they discovered Carlos Rodriguez, 42, of Manchester, suffering from apparent gunshot wounds. He was transported to Elliot Hospital, where he succumbed to his injuries hours later.
