In the quiet town of Hopkinton, Rhode Island, the life of 44-year-old Stephanie Francis, a Caucasian female, was brought to a tragic and violent end on July 5, 2024. On that Friday evening, just after 11:45 p.m., local police were called to her home on Stubtown Road for what would become a homicide investigation. Inside, they discovered Stephanie, who had been fatally shot.
The investigation quickly pointed to her estranged husband, 45-year-old Joseph Francis, as the suspect. An arrest warrant was promptly issued for him on charges of domestic violence-murder and violation of a no-contact order. This protective order had been put in place just weeks before her death, stemming from a previous domestic violence incident in May. During that earlier event, Joseph Francis was arrested for simple assault and illegal possession of high-capacity magazines.
Following the discovery of Stephanie's body, a BOLO was issued for Joseph Francis, who was considered armed and dangerous. The next day, his black Chevrolet Suburban was spotted by Westerly Police. A pursuit ensued, with officers from multiple departments attempting to stop him. The chase came to a dramatic conclusion in the town of Charlestown when Joseph, traveling at a high rate of speed, failed to navigate a turn, causing his vehicle to roll over and come to rest in a wooded area.
When law enforcement approached the overturned vehicle, they found Joseph Francis deceased inside. It was later determined that he had sustained a self-inflicted gunshot wound. The tragic series of events left Stephanie's two children without their mother and their community mourning the loss of a woman described as having a big heart and a beautiful, caring soul.
