William Spencer, 34, a Black man, was shot and killed in the early morning hours of July 18, 2021, in Wahiawa, Hawaii, in an attack police said was not random. He was seated in a vehicle on Lakeview Circle when the violence found him, turning a quiet residential street into a sudden crime scene as neighbors were jolted awake by what sounded like rapid, unmistakable gunfire.
