On April 13, 1986, in Dale County, Alabama, 16-year-old Charles Eddie Shannon was murdered in a calculated act orchestrated by Phillip D. Hallford. Hallford, disapproving of Shannon's relationship with his 15-year-old daughter, Melinda, compelled her to lure Shannon to a secluded bridge over the Choctawhatchee River.
