On September 30, 2007, at approximately 1:00 a.m., Franklin, a male, was standing with two other teenagers at a bus stop in the 5400 block of 14th Street, NW. The cool night air was shattered by the sound of gunfire as a vehicle, described by authorities as a gold or tan colored pickup truck with tinted windows, pulled up to the curb. Two occupants of the truck, armed with handguns, emerged and opened fire on the group of teens.
Franklin was fatally wounded in the assault. The two other victims, a 15-year-old and a 14-year-old, were also struck by bullets but survived with non-life-threatening injuries. They were transported to local hospitals for treatment, their identities withheld by police as they were considered witnesses to the homicide.

The suspects who fled in the pickup truck that night have never been officially identified or apprehended.
