Born on March 31, 1971, in Laurinburg, North Carolina, he attended Lanett City Schools, where he was active in athletics. Dean earned a bachelor's degree and a Master's in Public Administration from Auburn University, followed by a law degree from the Cumberland School of Law at Samford University.
