On a late summer evening in Washington, D.C., the life of 26-year-old Ryan Norman Collins was tragically cut short. On Saturday, August 15, 2009, at approximately 10:39 p.m., Collins was fatally shot in a rear alley situated in the 5300 block of First Street, NW.

Emergency services responded to the scene, and though rushed to a nearby hospital, the young man succumbed to his injuries the following day. The Metropolitan Police Department launched a homicide investigation into his death. De ...
