On a Friday evening, April 8, 2011, tragedy struck in the Southeast quadrant of Washington, D.C. William Dennis Parker, a male, was in the 2300 block of Elvans Road, SE, when he was fatally shot at approximately 8:10 pm. The circumstances surrounding his death remain largely a mystery to the public.
