In an instant, a trivial dispute over a blocked roadway spiraled into a fatal encounter that claimed the life of an off-duty Washington, D.C. police officer. Robert L. Johnson Jr., a 31-year-old and a seven-year veteran of the Metropolitan Police Department, was fatally shot in April of 1997.
