In the early morning hours of a November day in Washington, D.C., a young Latino man's life was cut short by violence. Twenty-one-year-old Silvestre Antonio Perez-Agustine, known to his friends as Tony Perez, was found shot in the face in the Northeast quadrant of the city on November 14, 2011.
