On February 23, 2012, Francisco "Franky" Rivas, a 19-year-old resident of Washington, D.C., was tragically shot and killed in the 5000 block of 10th Street, NE, at approximately 6:15 p.m. The Metropolitan Police Department responded to the scene after receiving reports of a shooting, where they discovered Rivas suffering from gunshot wounds.
