On a Tuesday night in Washington, D.C., the sound of gunshots shattered the evening quiet in the 1500 block of V Street, Southeast. It was approximately 10:35 p.m. on April 8, 2014, when police officers from the Seventh District responded to the call. Upon their arrival, they discovered a young man suffering from multiple gunshot wounds.
