On October 2, 2013, Carmen Payne, aged 53, was found unconscious in the 1200 block of Meigs Place, NE, Washington, D.C. The incident initially appeared to be a medical emergency, but upon further investigation, it was determined to be a homicide. On February 12, 2014, the case was officially ruled as a homicide by asphyxiation due to strangulation. The circumstances surrounding the incident remain unclear, with no immediate suspects identified at the time.
