Matthew E. Smith, a 34-year-old Black male, was in the 1600 block of 16th Street, SE, on April 21, 2016, when the distinct sound of gunfire pierced the night at approximately 1:27 AM.
When police arrived at the scene, they found Smith suffering from a fatal gunshot wound.
