On January 2, 1924, Chief of Police Harry C. Kavanaugh of the Anchorage Police Department responded to reports of a man terrorizing his neighbors during a drunken rampage. Accompanied by another officer, Chief Kavanaugh approached the suspect's cabin to serve a warrant. Upon entering, he observed the man armed with a shotgun.
