In the Southeast quadrant of Washington, D.C., a community gathering turned into a scene of violence on the evening of Saturday, September 17, 2016, resulting in the death of 18-year-old Zoruan Otto Harris. The shooting erupted at approximately 8:23 p.m. in the 2600 block of Birney Place, SE, during a community event known as 'Dorsey Day.' Harris, a resident of Southeast D.C., was one of two fatalities in the mass shooting that also left seven other people wounded, including an 8-year-old child. ...
