In the Southeast quadrant of Washington, D.C., a community gathering turned into a scene of violence on the evening of Saturday, September 17, 2016, resulting in the death of 18-year-old Zoruan Otto Harris. The shooting erupted at approximately 8:23 p.m. in the 2600 block of Birney Place, SE, during a community event known as 'Dorsey Day.' Harris, a resident of Southeast D.C., was one of two fatalities in the mass shooting that also left seven other people wounded, including an 8-year-old
child. Emergency responders found Harris at the scene suffering from gunshot wounds, and he was pronounced dead.
Zoruan Harris was a recent graduate of National Collegiate Preparatory Public Charter High School, where he had been a respected leader and the captain and quarterback of the school's football team. Known for his positive influence, he was selected to present the class gift at his commencement. At the time of his death, the young father was working two jobs and was enrolled at the University of the District of Columbia, pursuing a bachelor's degree. Family members described him as a good kid who was in the wrong place at the wrong time, stating he had attended the event with a friend.
In the immediate aftermath of the shooting, the Metropolitan Police Department launched an investigation into the homicides of Harris and the other victim, 31-year-old Scorpio-Rodney Alonzo Phillips. Authorities appealed to the public for any information that could lead to the arrest and conviction of the person or persons responsible, offering a substantial reward. However, in the years following the incident, online sources and news reports have not publicly identified any suspects or announced any arrests in connection with the murder of Zoruan Harris. The case, a tragic loss for his family and community, remains unresolved in the public record.
