In the autumn of 2016, a sense of unease settled over a normally quiet neighborhood in Northwest D.C. following the death of James Patrick Tenor Jr., a 54-year-old man known affectionately as 'Jimmy' to his friends and neighbors. On the evening of October 13th, police responded to a call about a man down in the Petworth neighborhood.
