On a cold Saturday afternoon in Milwaukee, the life of Richard L. Spears, a 29-year-old African-American male, was tragically cut short. On January 31, 2015, at approximately 2:45 p.m., Spears was driving in the 3200 block of North 9th Street when he was fatally shot. The gunshots caused him to lose control of his vehicle, which then crashed.
