In the early hours of a Tuesday in Milwaukee, the quiet of the morning was broken by the discovery of a man's body. Marvin Williams, a 38-year-old African-American male, was found lying in the street in the 4000 block of West Concordia Avenue on March 8, 2016. It was around 2:00 a.m. when police were called to the scene near North 40th Street.
