In the late hours of an autumn evening in Richmond, Virginia, the life of 18-year-old Rodney J. Shelton was tragically cut short. On October 10, 2012, at approximately 11:01 p.m., gunshots rang out in the 2600 block of Q Street, a residential area in the city's East End.
