Originally from Thu Duc near Saigon, Vietnam, Nang Nguyen was well-known in his community and affectionately called "The Ricky" by friends and family. His death occurred during a time when Pittsburgh was facing high rates of violence, with an average of 40 homicides annually in the city at the time, highlighting the challenges faced by local authorities in addressing such violence.
