In the early morning hours of March 27, 2013, a Philadelphia neighborhood was shattered by violence that claimed the life of Welton Clark, a 49-year-old male from Cheltenham. The incident unfolded in an alley near the intersection of Ogontz and 68th avenues in the West Oak Lane section of the city, where gunshots rang out shortly after 5 a.m.
