In the late hours of a Monday night in Philadelphia, tragedy befell 21-year-old Karon Payne-Smith, a Black male. On September 14, 2015, at approximately 11:00 p.m., the sound of gunfire echoed through the 2300 block of Montrose Street. Responding to the reports, Philadelphia Police officers arrived at the scene to find Payne-Smith lying in the street, having sustained multiple gunshot wounds.
