Karon Payne-Smith, a 21-year-old Philadelphia resident, was shot on September 14, 2015. The shooting took place around 11:00 p.m. on the 2300 block of Montrose Street in South Philadelphia. Philadelphia police officers responded to the scene and found Karon lying in the street with multiple gunshot wounds.
