On a Monday afternoon, November 23, 2015, the life of 19-year-old Jamer Jackson was tragically cut short in his own neighborhood. At approximately 4:00 p.m., Philadelphia Police officers were called to the 4200 block of North Hicks Street, where they discovered the young man suffering from multiple gunshot wounds.
